The Delegate System Should Be Expanded – Bawumia Announces Plans to Reform NPP Constitution Ahead of 2028 Elections

Former Vice President and 2024 Presidential Candidate of the New Patriotic Party (NPP), Dr. Mahamudu Bawumia, has announced that key reforms will be made to the party’s constitution as the NPP prepares for the 2028 general elections.

Speaking to party supporters at the NPP headquarters in Accra on Wednesday, April 23, Dr. Bawumia revealed that one of the major changes will be an overhaul of the party’s delegate system to allow broader participation in the election of party executives and presidential candidates.

“You can expect without any doubt that the delegate system is going to change,” Dr. Bawumia said. “We will change the current system and allow more people to vote. That will give the right to more people to come in and be part of the electoral college.”

According to Dr. Bawumia, the current system limits the voice of the party base and restricts democratic participation. He believes that expanding the electoral college will strengthen the party’s internal democracy and increase engagement among grassroots supporters.

In a post-election reflection, Dr. Bawumia also attributed the NPP’s loss in the 2024 general elections to internal voter apathy rather than external factors. He revealed that an estimated 2.1 million party supporters failed to cast their ballots in the 2024 polls—an absence that proved costly.

“Notwithstanding our hard work, we still suffered a heavy defeat,” he said. “When you look at what happened, you will see that it was internal. Many of our supporters did not come out to vote.”

He added that the difference in turnout between the 2020 and 2024 elections significantly impacted the party’s performance. “If you look at 2020 vis-à-vis 2024, 2.1 million of our supporters did not come out to vote. So, the key to victory is within the NPP. If we decide to vote, we will win.”

Dr. Bawumia’s comments come as the party begins a nationwide “Thank You Tour” following the 2024 elections, aimed at reconnecting with its base, reviewing its electoral performance, and rebuilding momentum for the future.
