Bagbin Rejects Minority Motion to Probe Gold Reserves Sale at BoG

The Speaker of Parliament, Alban Bagbin, has declared inadmissible a Private Member’s motion filed by the Minority seeking a parliamentary probe into the alleged sale of gold reserves at the Bank of Ghana.

The motion, led by Abena Osei-Asare, aimed to establish an ad hoc committee to investigate the circumstances surrounding the reported disposal of gold reserves held by the central bank.

The decision was formally communicated in a memorandum issued by the Clerk to Parliament and dated Tuesday, April 7, 2026.

The memo was addressed to Patrick Yaw Boamah, Abena Osei-Asare, and Isaac Boamah-Nyarko.

“I write to notify you that the Rt. Hon. Speaker has declined the motion,” the Clerk stated in the official correspondence.

Filed on February 9, 2026, the motion sought parliamentary approval to constitute a bipartisan ad hoc committee to probe allegations surrounding the sale of Ghana’s gold reserves.

The Minority has been raising concerns about transparency and accountability in the management of the country’s gold assets, particularly under the controversial Gold-for-Reserves programme.

In December 2025, the caucus called for a full parliamentary investigation into a reported $214 million loss linked to the initiative, arguing that the issue carries significant implications for fiscal discipline, public accountability, and environmental governance.

Despite the Speaker’s ruling, the Minority is expected to continue pressing for answers over the management of gold reserves and the broader implications of the programme on Ghana’s economic stability.

The development adds to ongoing tensions in Parliament over oversight of key economic policies and the role of the legislature in scrutinising the operations of critical state institutions such as the Bank of Ghana.
