Mahama Appoints 18 Deputy Heads of Mission Including Former CDS Oppong-Peprah

President John Dramani Mahama has appointed 18 individuals to serve as Deputy Heads of Mission in Ghana’s diplomatic missions across the globe, as part of efforts to bolster the country’s foreign relations and enhance international cooperation.

The appointments, communicated in a letter dated September 11, 2025, and signed by Dr. Callistus Mahama, Secretary to the President, were addressed to the Minister of Foreign Affairs with instructions to take the necessary steps to facilitate the postings.

Among the key appointees are General Thomas Oppong-Peprah, a former Chief of Defence Staff under former President Nana Addo Dankwa Akufo-Addo, who has been appointed Deputy Head of Mission to Canada, and Ben Dotsei Malor, a former Presidential Communications Advisor, who will serve as Deputy Head of Mission to the United States of America.

• Emmanuel Netsey-Afedo – Netherlands
• Sophia Karen Edem Ackuaku – Italy
• Francis Thalamus Doe – Japan
• Sanni Jajah – Saudi Arabia
• Kwadwo Agyei-Dwomor – Türkiye
• Emmanuel Kamban Panyan – Russia
• Alhaji Mohammed Seidu Issah Abah – South Africa
• Mohammed Ibn Abass – Egypt
• Rev. Isaac Clive Mould, Ph.D. – Denmark

According to the Presidency, the appointments are part of a broader strategy to deepen Ghana’s bilateral and multilateral relations, particularly with strategic partners across Europe, Asia, and the Americas.

President Mahama, in his communication, expressed confidence in the appointees’ ability to advance Ghana’s foreign policy objectives and strengthen the nation’s presence on the global stage. He further directed the Foreign Affairs Ministry to expedite administrative and logistical arrangements to enable the new Deputy Heads of Mission to assume their duties promptly.
