The Civil and Local Government Staff Association, Ghana (CLOGSAG), has announced a nationwide strike effective February 20, 2025, in protest against the appointment of Samuel Adom Botchway as the Registrar of the Births and Deaths Registry.
In a press release dated February 13, 2025, and signed by Executive Secretary Isaac Bampoe, the leadership of CLOGSAG expressed dissatisfaction with the appointment, labeling Mr. Botchway a “politically exposed person.”
Reasons for the Strike
The press release explained that the National Executive Council (NEC) of CLOGSAG met on February 11, 2025, to deliberate on concerns regarding political appointments within the Civil Service and Local Government. During the meeting, the Council resolved that if Mr. Botchway assumed office, the association would take action.
“The National Executive Council (NEC) decided that should Mr. Samuel Adom Botchway assume office as Registrar of Births and Deaths Registry, CLOGSAG should declare a nationwide strike,” the release stated.
According to CLOGSAG, Mr. Botchway assumed the position on February 12, 2025, prompting the association to officially declare the strike.
CLOGSAG has consistently advocated for neutrality in appointments within the Civil Service and Local Government, arguing that political interference undermines professionalism and the effective functioning of the sector. The association sees the appointment of Mr. Botchway as a breach of these principles.
The strike, set to begin on February 20, 2025, is expected to disrupt key services provided by civil and local government staff across the country. This includes the operations of the Births and Deaths Registry, a vital institution responsible for maintaining national population records.
Call for Resolution
CLOGSAG has not indicated how long the strike will last but has called on the government to address its concerns to prevent further disruption. Stakeholders are urging dialogue between the association and the government to resolve the issue amicably and ensure the smooth functioning of the Civil Service.
This strike marks another chapter in CLOGSAG’s ongoing efforts to advocate for impartiality in public sector appointments and protect the integrity of Ghana’s Civil Service
